MESSAGE FROM THE RECREATIONAL BOATING ASSOCIATION OF WASHINGTON

If you've been watching the local news lately, you've heard that new
restrictions are being considered to keep the Northwest's whale
population from allegedly being harmed by boaters, fishermen, kayakers
and whale-watching tourists. Representatives of these groups have
turned out in force to oppose a federal NOAA plan to protect killer
whales by closing off 6.2 square miles of water off San Juan Island
each year.

RBAW has been attending these regional Northwest meetings, along with
other marine interests in crowded rooms. The results have been mostly
protests against NOAA's proposed half mile wide "no-go zone" on the
west side of San Juan from May 1 through Sept. when the whales are
typically present.

The regulations would also prohibit boats from coming within 200 yards
- twice the current limit - of the whales and being in the path of any
killer whale within 400 yards.

NOAA says the regulations are needed to protect the area's Southern
Resident killer whales, declared endangered in 2005. They say boat
traffic causes behavioral changes in whales, reduces their ability to
communicate, risks vessel strikes, and impedes their ability to hunt
for food.

However meeting attendees in different Northwest forums have spoken out
against the proposed rules saying they are based on faulty science, and
that better enforcement of existing laws is all that is needed.
Speakers have been almost universally opposed to the no go zone
proposal saying there is little evidence to demonstrate that boats are
harming the Orca population.

Fishers and boaters are trying to set the record straight by explaining
to NOAA that the likelihoods of a whale being struck by a boat is slim,
trolling fisherman and kayakers are going too slow to pose a risk from
excess noise or strike, and there is no evidence of past whale
collisions to suggest these extreme rules are needed. People are
arguing with NOAA saying their data and science is extremely flawed and
most facets of the boating world oppose it. NOAA has been tasked to
review their data and talk to people who are out there every day.

To complicate NOAA's position, they have exempted government vessels
and Tribal fisherman from the proposed no-go zone, but they would
otherwise apply to all boats, including canoes and kayaks. Even
conversationalists are against the proposal.

The plan is feared to devastate the whale watching industry, sport
fishing charters, kayak rental companies, and place a hardship on
recreational boaters and fishers.

RBAW's View: We agree that saving the Orca whales is necessary and
worth doing. We however are unanimously opposed to the regulations and
restrictions being proposed by NOAA. We see the scientific data
presented to be limited in quantity and content in support of the
conclusions presented. Broader vetting of the presented data needs to
be accomplished by impartial scientific panels to validate the
scientific data collected to date.

We are also concerned if NOAA is successful here, how many other areas
will they close off to boaters?

WE ARE ADVISING OUR MEMBERSHIP AND BOATERS TO SEND THEIR E-MAIL
COMMENTS TO NOAA.

Public comments are being taken until Oct. 27 and can be sent by e-mail
or regular mail.

You may submit comments by the following methods:
• E-mail: orca.plan@noaa.gov

• Mail: Assistant Regional Administrator, Protected Resources Division,
Northwest Regional Office, National Marine Fisheries Service, 7600 Sand
Point Way NE, Seattle, WA 98115.

THANKS FOR YOUR SUPPORT.

MESSAGE RELAY FROM THE RECREATIONAL BOATING ASSOCIATION OF WASHINGTON
FOR IMMEDIATE RELEASE

Boaters Urged to Speak Up on Ethanol Increase Before July 20 Deadline

EPA Comment Period on Proposal for E15 Gasoline Closes in Two Weeks

ALEXANDRIA, Va. July 7, 2009 - The idea of the Environmental Protection
Agency (EPA) allowing the introduction of a fuel that has never been
independently tested for use with marine engines has Boat Owners
Association of The United States (BoatU.S. and the National Marine
Manufacturers Association (www.BoatUS.com/news/reports urging every
boater in America to speak out on the issue before the July 20 federal
comment period closes.

In March, Growth Energy, a pro-ethanol lobbying organization, and 54
ethanol producers petitioned the EPA to allow an increase in the amount
of ethanol in gasoline from 10 percent (E10) to 15 percent (E15). After
an initial comment period that drew nearly 30,000 comments from
concerned boaters, the marine industry, marina operators and many other
boating groups, the agency extended the comment deadline to July 20.

BoatU.S. and the NMMA are concerned because boat engines are not
designed, calibrated or certified for use with gasoline containing more
than 10 percent ethanol. Recreational boat warranty documents and
manufacturers owner's manuals currently advise boaters not to use
gasoline containing more than 10 percent ethanol, and therefore, the
use of E15 in marine engines could void engine warranties and damage
motors and fuel systems.

"This is not about growing renewable energy," says BoatU.S. Vice
President of Government Affairs Margaret Podlich. "This is really about
a group of investors attempting to profit at the expense of 13 million
recreational boat owners. We had significant problems with the
nationwide roll-out of E10 a few years ago, and without further
independent testing of E15 with marine engines we are very likely to
see similar issues." Podlich is referring to the widely known problems
with ethanol's ability to attract water into gasoline or "phase
separate" which has led to boat engine failures and major repair or
replacement costs for boaters. It also degrades fiberglass boat gas
tank walls.

If the ethanol lobby's petition is approved it would also affect other
gasoline powered products. "There are an estimated 500 million gasoline
powered engines in the U.S., from boats and autos to chainsaws, lawn
mowers and ATVs, so this issue not only severely impacts the
recreational boating industry but many others as well," said NMMA
Legislative Director Mathew Dunn. "We have a very simple position on
this matter. Science -- not politics -- should ultimately determine
EPA's decision on whether to allow the sale of any increased ethanol
blend that's more than 10 percent. At present, it is clear there is
insufficient scientific and technical data to justify granting the
increase, and EPA should therefore deny it outright," he added.

Boaters can go to http://www.BoatUS.com/gov or
http://capwiz.com/nmma/home/ before the federally mandated comment
period ends on July 20 to learn more and send EPA an email asking them
to deny the petition for a waiver for the use of E15 fuel until more
testing is done on marine engines and fuel systems.

Saturday, August 15th, was a fun day at BYC thanks to the hard work of Norm and Georgene Smith and a few others. A call was sent out for all BYC Brats (those who spent their childhood hanging out at BYC) to come to an informal gathering. Approximately 15 Brats showed up accompanied by their spouses.

Kevin McStay was on hand and conducted detailed video interviews, thus capturing stories and memories for historical reference to be preserved for years to come.

Several brought scrapbooks of fun times growing up at BYC. Sharon Leedy brought a slide show of over 120 pictures she had preserved from her childhood times at BYC. One of her was as a bathing beauty on the foredeck of her parents boat, the "Sharon Lee". Brother, Lewis, was great at remembering places and events in the pictures.

Dick Stevenson brought a layout of photos from cruises in the 50's on his parents boat, the "Zephyr". Norm Smith had a beautiful name board from his folks' boat the "Betsy Too" and BYC annuals from 1950-79.

Roger Phillips displayed a beautifully made model of his folks' boat "Sea Spray" along with photos of him and his sister, Sharon, as BYC brats.

"Contrary to what many members believe to be true, MV "MY LADY", is able to get underway and travel through the waters of Puget Sound (more definitively, Phinney Bay) under her own power; however, MY LADY doesn't travel too far as the photo shows. There are rumors that this fine vessel will be able to take longer journeys in the future, perhaps all the way to the new Bremerton Marina. I guess we'll have to wait and see.....if we live long enough." [Musings by a Fellow P/C] [Click to: My Lady's arrival at BYC in August 2003]

"Vintage Classics to Classy Yachts With a Northwest Heritage"

Hi:

We (the Port of Bremerton and me) are having a 6 boat boat show of sorts featuring
Ed Monk Sr. and Jr. designs for the Kitsap Harbor Fest. 5 of the boats
are from BYC. They will be on display Friday thru Monday of the Memorial Day
weekend and open for tours on Sat and Sun. They will be located at the Port
Orchard Marina on the inside of the breakwater closest to shore across from the
"Virginia V" and some tall ships. We get free moorage; yeah!!

Attached is an Overview written by me and boat descriptions written by the owners
and edited by me

I don't know where you might put these but for those not going to Oro Bay,
it may be of interest. We may have some runabouts up in the parking lot too.

Thanks, Bob

FROM: RECREATIONAL BOATING ASSOCIATION OF WASHINGTON E-lert Update SENATE BUDGET NO LONGER TAKES CARE OF BOATERS! We must ask you Boaters once more for grassroots support in this final week of the Legislative Session in Olympia. Can you please take the time to make another quick and easy call to the Legislative Hotline? Please help us, help you and SAVE state boating programs. Here are the ugly details. During the past week, the State Senate has unveiled and adopted in committee a new state budget proposal that no longer does well for boaters, and strips boating programs. The revised Senate budget no longer references or funds 2SSB 5691, the boating improvements act, and the Senate now joins the House in proposing to transfer all of the boaters' unrefunded gas tax funds to non boating programs. (Although the Senate does transfer these funds to State Parks, rather than the general fund, which includes marine parks). Absent any consideration for boaters and the future of recreational boating programs, these changes in the budget CANNOT be considered acceptable. Boaters can no longer simply support the Senate position on the budget. IT IS TIME TO CALL THE LEGISLATIVE HOTLINE WITH A SIMPLE MESSAGE TO URGE YOUR SENATOR, REPRESENTATIVES, AND GOVERNOR GREGOIRE TO: "PLEASE DO NOT TRANSFER THE BOATERS' CAPITAL PROGRAM FUNDS TO THE OPERATING BUDGET." THE LEGISLATIVE HOTLINE IS 1-800-562-6000. IT IS OPEN FROM 8AM TO 8PM, MONDAY THROUGH FRIDAY, AND FROM 9AM TO 1PM ON SATURDAYS. IT IS VITALLY IMPORTANT THAT THE HOTLINE CALLS START FIRST THING MONDAY MORNING April 20. Thanks again for your continued support for Boating Programs in Washington. Once the session is over, well give you the final analysis for boating. Jim King, RBAW Lobbyist David Kutz, RBAW Government Affairs Director RECREATIONAL BOATING ASSOCIATION OF WASHINGTON
----- Original Message ----- From: davidjkutz To: rbaw-elert@yahoogroups.com Sent: Tuesday, March 31, 2009 9:34 PM Subject: [rbaw-elert] Call-to-Arms, State House Raids Boating Facilities Program

Recreational Boating Association of Washington E-Lert and Call to Arms SENATE FULLY FUNDS MARINE PARKS; STATE HOUSE RAIDS BOATERS' UNREFUNDED GAS TAXES, BOATING FACILITIES PROGRAM.

Yesterday, when the Senate proposed operating budget was released, there was cause for elation. The release of the House proposed operating budget today was a more sobering event. Both Senate and House will claim that their budgets keep marine and other parks open. The definition of "open" is important, as are all of the many other considerations that must be weighed in evaluating a budget. The Senate budget provides for a 5.8% increase in funding for State Parks, if all revenues materialize. All state parks, including marine parks, are kept open, on the same basis as they are today. Equipment needs are funded. The costs of operating completed construction projects are funded. This is based upon an anticipated revenue of $28 million for all parks from the opt-out car tabs, but lead senators on the budget have indicated a strong commitment to keeping parks open even if this revenue fails to fully materialize in the coming months. The House budget provides for a 3.4% decrease in funding for State Parks, including marine parks, and cuts general fund support by over 40% ($40,268,000) compared to the 28% cut in the Senate budget ($28,394,000). While it is claimed that the House budget keeps all parks open, the House still requires seasonal closures of parks, does not fund equipment needs, and mandates cuts in staffing. The House also relies on $28 million from opt-out car tabs. In addition, the House budget moves $3 million from the Parkland Acquisition Account (these are funds from the sale of park-owned lands that are supposed to be used for purchase of replacement lands), $9.8 million from the Recreation Resource Account (these are funds from the boaters' unrefunded gas taxes), and $9.6 million from the NOVA Program Account (these are funds from trail-users gas taxes and ORV permits) INTO THE STATE GENERAL FUND FOR USE ON NON-RECREATION PROGRAMS. In addition to those funds, $6.8 million from the Aquatic Lands Enhancement Account and $2 million from the Wildlife Fund are also moved into the general fund. These fund transfers proposed by the House will have a very negative impact on recreation, including recreational boating facilities, launch ramps, public marina improvements and boating facilities. NONE of our boating fuel tax dollars will be used any longer to help State Marine Parks, Ports, Cities, and Counties to support recreation and boating programs, but will be used for GENERAL FUND programs instead. The Senate has done a much better job of taking care of our State Parks and boating programs. In addition to the above- and of great interest to boaters- the Senate also fully funded the boaters' number one priority- 2SSB 5691 (improving boating programs). IT IS TIME TO CALL THE LEGISLATIVE HOTLINE AND URGE YOUR 2 HOUSE REPRESENTATIVES AND GOVERNOR GREGOIRE TO: "PLEASE SUPPORT THE SENATE BUDGET CHAIR'S POSITION ON STATE PARKS, BOATING, TRAILS, AND OUTDOOR RECREATION." You can also leave a message for your Senator saying "Thank you for taking care of outdoor recreation and boating programs in the Senate's proposed budget." THE LEGISLATIVE HOTLINE IS 1-800-562-6000. IT IS OPEN FROM 8AM TO 8PM, MONDAY THROUGH FRIDAY, AND FROM 9AM TO 1PM ON SATURDAYS. IT IS VITALLY IMPORTANT THAT THE HOTLINE CALLS START IMMEDIATELY. Jim King, RBAW lobbyist

BUDGET ROLLOUTS ABOUT TO START - REAL BATTLES UNDERWAY!

As we enter the last four weeks of the regular legislative session (they must adjourn by midnight, Sunday April 26th) the real battles are getting underway. Our bill- the boating improvements act or 2SSB 5691- has been taken hostage by Rep. Jeannie Darneille, the chair of the House General Government Appropriations committee, as part of the opening act in the fight over diverting the Recreation Resource Account- the boaters' unrefunded gas tax monies- to the general fund to provide more monies for social services. Just an opening shot in the budget war. We are waiting to see the status of funding for 2SSB 5691 in the Senate budget, then will propose appropriate action to be taken in support of this legislation.

I have to say it is very frustrating to have a budget chair who is determined that we not even get the crumbs from our own table.

But on to the budgets:

This coming week is when the action really begins as the Senate, then the House, roll out operating and capital budgets. It is expected that we are going to see very negative impacts on State Parks and outdoor recreation. We may see forty state parks proposed to be closed, and tens of millions of dollars moved from dedicated accounts (in operating and capital) that are funded by users- boaters, trail users, hunters, fishers, and others in the outdoor community- to the general fund to support social services.

It is most likely going to be a very unpretty picture.

As budgets are released, specific information will be provided. The Senate is releasing its operating budget at 10:30am on Monday. The House will follow suit at 10am on Tuesday. Capital budgets will be released later in the week. Expect an e-lert update about noon on Tuesday with the information on both the Senate and House operating budgets.

I am not going to encourage attendance at the hearings. First of all, these hearings are usually referred to as "cattle calls" and for good reason. You will wait- possibly for hours- to be able to give a one or two minute bit of testimony. With the current budgets, an effort will be made by legislators to back you into supporting a major new tax package to restore the cuts. A select few who know how to dance this dance will probably testify. The best way for the grassroots to impact the process will be to light up the toll-free legislative hotline with calls to legislators and the Governor.

Keep for future reference- the toll-free legislative hotline number is 1-800-562-6000. It is open 8am to 8pm, Monday through Friday, and 9am to 1pm on Saturdays. The operator will take your message, identify your legislators for you, and also deliver the message to your legislators and Governor Gregoire. After we see the budget details, we will craft sample messages, and include those in the Tuesday update.

The coming week's schedule, as we know it now, is as follows:

Monday
10:30am- SHR 1- Release of Senate operating budget

Tuesday
10:00am- HHR A- Release of House operating budget
1:30pm- SHR 4- Senate Ways & Means hearing on operating budget
1:30pm- HHR C- House General Government Appropriations work session on the part of the House operating budget that includes natural resources
3:30pm- HHR A- House Ways & Means hearing on operating budget

Wednesday
Sometime- release of House capital budget

Thursday
Sometime (possibly)- release of Senate capital budget
1:30pm- HHR C- House Capital Budget hearing on capital budget

We do not yet know when Senate Ways & Means will have a hearing on the capital budget, although it meets at 1:30pm both Thursday and Friday.

Again, next e-lert update- with actual budget news and recommendations regarding action in support of 2SSB 5691- will be about noon Tuesday.

URGENT ACTION REQUEST FROM THE RECREATIONAL BOATING ASSOCIATION OF WASHINGTON. MESSAGE FROM OUR LOBBYIST, JIM KING:

Dear Washington Boater:

The Washington Association of Sheriffs and Police Chiefs have had introduced legislation that will have a severe NEGATIVE impact upon recreational boating in the state of Washington.

The bills- SB 5691 and HB 1848- would divert significant portions of our Federal funding for boating programs to the narrow issue of enhanced marine law enforcement. Also, we have learned from the Coast Guard that the bills appear to put much of Washington State's federal funding for recreational boating safety at risk.

These bills were prepared without input from boaters, and the Sheriffs and Chiefs' lobbyist has repeatedly failed to meet with your recreational boating representative at the Capitol. These bills are now scheduled for hearings, on very short notice- the Senate bill on Monday, February 9th, at 1:30pm in Senate Hearing Room 2, and the House bill on Tuesday, February 10th, at 10am in House Hearing Room C.

We need boaters to be in attendance at these hearings. We will arrange for the speakers, so all you have to do is sign in and be present at the hearing for a show of support.

If you can make it to Olympia for either or both hearings, please contact the Recreational Boating Association of Washington lobbyist at rbawlobby@yahoo.com, so we can coordinate.

In addition, we need boaters to take the following actions:

MOST IMPORTANT: 1)- Use the legislative HOTLINE- 1-800-562-6000- to call your legislators and ask them to oppose SB 5691 and HB 1848. Tell them that these bills will hurt boating programs and endanger our federal funding of boating programs. The operator will be able to identify your legislators for you and take your message for all three- a senator and two representatives. The hotline is open 8am to 8pm Monday through Friday, and 9am to 1pm on Saturday. THIS IS VERY QUICK AND EASY, PLEASE CALL TODAY.

2)- CONTACT your local county sheriff. Ask him (or her) if he (or she) actually supports the hostile position taken against boaters by the Washington Association of Sheriffs and Police Chiefs. You may reference SB 5691 and HB 1848, and that the bills will hurt boating programs and endanger our federal funding of boating programs. Ask them to contact their association and express their displeasure with the association action, and to copy you on the communication.

3)- CONTACT your mayor. Ask him (or her) if he (or she) is aware that the local police chief's association is proposing legislation that is hostile to boaters, that will hurt boating programs and endanger our federal funding of boating programs. Reference SB 5691 and HB 1848, and indicate your belief that the city should control its legislative agenda, not the chief. Ask the mayor to convey to the chief, and to the Association of Washington Cities, opposition to the bills, and to copy you on the communications. Further request that the mayor have the chief communicate that opposition to the Washington Association of Sheriffs and Police Chiefs.

4)- FORWARD any and all responses- positive or negative- to the Recreational Boating Association of Washington's lobbyist at rbawlobby@yahoo.com

TIME IS OF THE ESSENCE! Calls need to begin immediately, and boaters need to be in Olympia for the hearings on Monday and Tuesday.

RBAW - Report (March 2009)

As we travel north this summer we may need to think ahead about what documents we need to enter Canada and re-enter the US. Because the rules are lengthy and there are several ways to apply these rules I will be posting a hand out in the BYC lounge by May 1st. It will include information on the use of I-68, the NEXUS pass, the Enhanced Drivers license, and BR numbers, just to name a few.

But…one of the rules that may apply to those staying in Canadian waters longer than 45 consecutive days is the need for everyone on the boat over the age of 18 to have a US Boaters Education Card.

This card can be issued to you if you have already taken and completed a US Coast Guard Aux. or US Power Squadron course in boaters safety. Think back, you may have taken the course several years ago, at the time of your completion of the class you got a certificate, if you make a copy of this and send the copy in with an application, and $10, you will be issued a card. Applications can be downloaded from WWW.PARKS.WA.GOV/BOATING.ASP From the information I have it says if you were born before 1983 you do not need the card, but I have conflicting information, so for a $10 fee pp it is best to be prepared.

Lastly, if you think you might be going in to Canadian waters and your yacht is 30' or longer you will need to get a 2009 Custom's Decal to re-enter the US. You can apply for the decal ($27.50) by going to www.cbp.gov click on travel, then click on Pleasure Boats and Private Flyers, then "User Fee Decals and Transponders" or call 1- 317-298-1245.

I will make copies of as many applications, permits, etc and have them available at the club by May 1st.

Recreational Boating Association of Washington

RBAW Monday Morning Update

With the legislative session forty percent done, things are generally looking good for
boaters- other than the budget. Our major legislation- the Boating Services and Safety
Improvement Act of 2009 (SSB 5691/HB 2237) are out of the policy committees
unanimously and in the budget committees for hearings- and our bill eliminating the
quadrennial survey and setting the boater's share of the gas tax in
statute at one percent is in House Rules awaiting floor action.

The "boat lift" bill- SHB 1750- also came out of committee on Friday,
and the derelict vessel amnesty pilot project- SSB 5058- is in Senate Rules.

The aquatic lands marina lesase rates legislation remains troublesome.
In the Senate, SSB 5255 is in a form that is completely objectionable, although it was
moved forward as a
vehicle for discussions. It continues to mandate an averaging of lease`rates, and so
broadly defines "marina" it includes everything where one can tie up a boat (except
exempt residential docks). In the House, the marina definition is not a problem, and the
approach is to set lease rates as a percentage of income.

The budget crisis remains the biggest threat to boating. With the problem now
acknowledged to be over $8 billion, State Parks has been asked to prepare an additional
cut of almost $13 million, on top of the $10 million cut in the Governor's budget proposal.
The possibility of mothballing additional state parks- 27 more, for a
total of 42 transferred, closed, or mothballed- looms.

We'll update you next Monday morning.

Message from the Recreational Boating Association of Washington.......

Folks, As you probably heard, the hearing in Olympia for SB 5691 and HB 1848 went well on Monday afternoon Feb. 9th. We boaters made some good points and were very well represented and received. We also had good back up from State Parks boating officials

After an extensive meeting today between all parties, we are pleased to announce we have an agreement in principle on the boating bills- SB 5691 and HB 1848. Other than the panel and designated persons, there is no need to attend the hearing Friday morning at 8am.

We may still need legislative support to pass an agreed upon bill and you will hear from RBAW further on that as details unfold. If you are planning on coming to the RBAW Legislative Reception on Monday Feb. 17, we will have the latest update there.

Thanks again to all of you who continue to support our legislative efforts for recreational boating in Washington. Please remember to RSVP if you are coming to Olympia on the 17th.

Good sailing,

Starting Monday, lawmakers in Olympia will vote on two bills, SB 5691
and HB 1848, that
could jeopardize federal funding for boating safety programs that are
critically important to Washington boaters.

These bills (which are identical) would move portions of current
federal boating safety
funds to more specifically focus on marine law enforcement programs.
This would end up shortchanging other important boating safety and
education programs. Additionally,
according to the U.S. Coast Guard, it may jeopardize the State's
eligibility for this important federal funding.

Please contact your legislators now and ask them to vote NO on Senate
Bill 5691 and
House Bill 1848. Call the state legislative hotline; they'll identify
your legislators and leave messages for both the Senate and House.

Call now! 1-800-562-6000
M-F: 8 am to 8 pm, and Sat: 9 am to 1 pm

To read the bills and see their status:

Senate Bill 5691 is scheduled for a hearing at 1:30 pm on Monday,
February 9, in the
Senate Committee on Natural Resources and Ocean & Recreation.

House Bill 1848 is scheduled for a hearing at 8:00 am on Friday,
February 13, in the House Committee on Ecology and Parks.
http://apps.leg.wa.gov/billinfo/summary.aspx?bill=1848&year=2009

If you are near Olympia, we encourage you to attend the Senate hearing on Monday
February 9 at 1:30 pm to demonstrate your concern about the bill(s). If
you plan to go, let the Recreational Boating Association of Washington know at
rbawlobby@yahoo.com, so they can alert you to any changes in the schedule.

Please share this email with your boating and fishing friends,
neighbors, and clubs. Time is
short; we appreciate your quick action and would appreciate you sharing
any feedback you
get from Olympia.

Sincerely,
Margaret Podlich

Snow Cruise to Poulsbo in March!

[Some of Charlie Billings Photos]

Here it is March 15th, the last weekend of Winter, and I look out onto some 3 inches of new snow. Abbie and I drove to the St. Patrick's Day Cruise-In to Poulsbo on Saturday to visit with the 10 or so hardy BYC Boaters moored there (including a drive up visit by our VC and wife), while Abbie proceeded to cook up the traditional "Corned Beef and Cabbage" dinner in the Marina meeting room. Later, we had to continue on to the Edmonds Commodore Ball, so we missed out on enjoying the Corned Beef. We sure hope everyone made it home safely in Sunday's snowstorm and predicted high winds. Donna and I did make it to the Poulsbo Cruise In on Saturday and had a great time with the members who braved the high winds and rain. [from: Vice Commodre's Monthly Report]

RBAW Report: January 2009

Recreational Boaters Association of Washington: Have you have ever asked "what is RBAW and how can it help me as a BYC boater," if so, I will try and give you a very brief over view.

RBAW has been helping WA boaters for over 35 years. RBAW is your legislative voice, making sure that our interests are being conveyed to those in the State legislature.

They are your watch dogs, seeing that items detrimental to boating are not tacked on to bills and that fees affecting the boating world are kept in check.

RBAW takes an active roll in encouraging the development and funding of facilities for boating. From boat ramps at fishing lakes, to docks and buoys at our State Saltwater Parks.

RBAW comes to your defense against unnecessary restrictions, such as the recent proposed ban about gray water discharge and RBAW was there to help the state to "Get it Right" when they passed the new PFD laws.

I am your BYC Representative to RBAW. If you have issues or ideas please contact me, I would be happy to convey your concerns.

On a special Note: At the recent RBAW Meeting P/C Bob Wheeler was given the honor of being chosen Director Emeritus for his dedication to RBAW and his 6 years of outstanding service to the RBAW Board of Trustees.

Gerri Bachman, BYC Representative
RBAW Trustee
